Have you tried to increase your pay rate? Checked with your rep to see if he knows of anyone? How about help wanted cards posted on bulletin boards of paint stores (wouldn't put your company name on it though). Good luck!
Kinda sounds like a load of crap to me. If your guys aren't showing up ,then You need better guys . If you can't find em it's because either 1. Your pay scale is not comesurate with their skill set or 2. You are not procuring steady enough work to keep a crew of journeymen employed full time and they are looking elsewhere
Unfortunately either way the problem lies in you not your guys.
No disrespect just my take. Employees are a lot like pricing ,you are only going to get what your worth
