Default Painting my ceiling

Because of water damage I have had to chip the paint off my entire plaster ceiling. Underneath the paint was a VERY hard brown substance, almost like an adhesive. There were spots where the paint would come right off and spots where I really had to scrape to get it off. An still not all of it will come off. The question is, what now? Do I need to prime the bare plaster and brown areas I could not scrape off BEFORE I reapply plaster to smooth the ceiling. Then once I reapply has and the plaster, what kind of primer do I use before I paint.
