I have a small flat rubber roof with a drain in the middle that I would like to paint with a urethane elastomer. It is white rubber with a lot of black stains on it from sitting water. What would be the best way to clean this for prepping?

I use a lot of Ames products for roofing and waterproofing. I use a leaf blower to clean the area and make sure it's completely dry. I then put down one coat of their super primer if I'm going over an existing rubber roof. After that dries for about an hour, I roll or spray on a coat of maximum stretch. That will give your white rubber roof about 7-10 years of new life. Make sure you have two dry days with temps of at least 50F for everything to dry properly.
