I have seen this before myself, all I could come up with was it was a steel door painted with oil over the factory primer, between the oil and the storm door glass getting sunlight all day this is what happened. I am not positive if this is/was the case.

i asked the guy what was under the red an he said it was either factory primed or white latex finish ...........

Did the HO do the red himself? What time of year and temp was it? Did he scuff the door before applying the red?

yeah he did the red........most likely warm out .........highly doubt he sanded
