700 Sq ft. coverage per 56 oz. bottle? Call me naive, but is this just food coloring and water?

Mulch coloring has been out for years. Their is also a mulch lock liquid also. Spray it on, becomes hard so mulch doesn't run off or get compacted. Like urethane for your mulch bed.
