I actually worked with the company that manufactured the original "peel stop" clear primer for Happy Painter products back in the 90's. Basically just a near straightvinyl acrylic emulsion with coalescent). Didn't think much of it then but understand how it could work. Adhesive bond between two peeling paint surfaces. Quite a temporary fix and not a solution for doing it right ( removal of peeling paint and starting over). Much cheaper though.
