It is strange but I've encountered it before, they think it'll save them money. I don't understand why sw won't deliver unless it's on your credit account, regardless I'd just explain that to the customer. If he doesn't like it then he'll have to deliver the paint himself and make sure he knows that if you have to waste time waiting for paint it'll be an additional charge.
