Default Loxon XP and Decraflex

I am from Puerto Rico. We will paint a 200 apts building and are trying to decide between Loxon XP and Decraflex for the exterior. The buildings are made out of concrette blocks and reinforced concrette. They have a lot of hair line craks.

Decraflex is an intermediate and topcoat. Loxon xp is a single coat on repaint, and two coats on new. It is a primer for high pH as well. If its new construction, it's Loxon with two coats. Need a masonry primer then Decraflex if new. Repaint, in same color, Loxon in one as well. Two for Decraflex.

I don't use ici so no hands on experience with Decraflex. Info for Decraflex from manufacturer's pds.
