Default Type of Sanding before final coat?

going to re stain some cabinets. I've done stain with other companies BUT now I will do on my own. I've looked at different coating systems and wanting to go to the Gel Stain for the ease of use for my junior team members and myself. I may have to go with reg stain if the gel colour (ESPRESSO) is unavailable. I wanted to know what is your preferred process when cabinets are lightly stained and in place. AND what is the best sanding technique and sand grade / steel wool method? DO I REALLY HAVE TO TAKE OFF EVERYTHING ARgggg HAPPY SEASON AND BE SAFE

A penetrating stain must be able to penetrate, i.e if the wood is sealed it can't penetrate. So, yes if you are using a penetrating stain the existing finish must be removed.
