Bad Painter, please help me!!!

Ok heres the deal... I am the worst painter of all time. First off, I decided to paint my rims on my car the other day with some crappy paint. I drove about 15 miles and it started chipping a little. Instead of repainting them the right way, I decided to try and remove the paint all together. I a stripper on the paint itself. It worked removing the paint, but now I have a thin (ultra STUCK) film over the rim. I can barely scrape it off... but I am wondering if there is an easier way to remove this residue. It looks absolutely terrible... mainly because I am an idiot.

Please help me get this :censored:in crap off of my rims!!!

If I wasn't so tired from working in the yard all day and reading the Constitution, I'd write something sarcastic. Like, that's what you get for using Behr to paint your tire rims. Everybody knows Behr is for dog houses. But since I'm tired, I won't be sarcastic.
