Sprayed some 5000 sq' of metal around a building and one day rain surprised me and some paint went onto the wall. The paint is latex, hi gloss but the wall is made of concrete mixed with small colourful stones/rocks so it is quite rough.

I tried to remove it with wire brush but no use at all. I cannot paint it either because the stones are different colours and it is gonna look bad again. I used couple of different paint removals but no help.

Any suggestions?

It's probably stained the cement.

Is there a clear protective coating on the walls?

One thing that comes to mind is try spraying lacquer thinner on it and power washing without letting the lacquer thinner dry. This is what we do when someone gratifies a block wall that has a clear coating on it and it works good.
Most of these pebble finishes have a clear coating on it.
