Final touch ups on new construction

How do you painters out there charge for touch ups. Most contractors withold 10% percent then I recieve that after touch up. I feel I'm getting screwed sometimes because I have to fix damaged walls, scraped trim, and paint over all the hand prints from everybody else that don't care.Give me some ideas.
