Use high quality paint from Benjamin Moore. Use high quality brushes from Purdy, Wooster or Corona. Same with Mini rollers. Prep and priming is essential. If DIY then use brush and roller. If you are a pro use these.

We talk a lot about cabinet refinishing/painting on here. Several in depth threads in the archives on the subject.

The question in the OP is too broad and vague to provide useful answers to.

Spraying is spraying. Going with a triple A unit, maybe an HVLP if not spraying acrylic enamels, and looking into the new fine finish low pressure tips for regular airless units are maybe some things to consider. As for products (topcoats and primers) there are quite a few options out there and just as many opinions on what is "best" to use. More information as to what is specifically being sprayed might allow for more detailed responses.
