I am quoting an exterior job on a house built prior to 1912. Paint failing everywhere with multiple coats. I have tried contacting the local Department of Health and EPD but they have yet to return my calls.

From what I can find out on line if I am a company that says I will remove all the lead paint then I have to be permitted and trained in lead abatement. If I say I am just renovating or remodeling with no guarantee of total lead abatement then I just have to give them an EPD pamphlet on the dangers of lead paint.

I've searched the forums here but found no clear answers. Does anyone know what is required when doing a repaint as far as lead paint is concerned?

In Maryland, you are supposed to be trained and licensed in lead abatement, painters and contractors alike if your are working on something from the lead paint era. (something like disturbing more than 6 square ft of area.) Most aren't unless it is a specialization.
I think it is federal law to distribute the pamphlets and you should have a signed paper stating that and keep it on record. (SW stores in the area have the pamphlets)

Greatest exposure from lead, for painters, is grinding. Minimize that and you'll produce less of a hazard. Wear PPE with HEPA filters. Encapsulation of the lead may be a less expensive alternative to complete removal.

In any state I've worked in, or know of, you must be certified to charge to remove lead paint, and you do not need to be certified to encapsulate it
