Paint or solid stain on my deck!?

Floor of my old deck has seen better days. Began stripping it and sanding it and now it’s looking much better.

My question is.. I am not sure if it’s a deck paint the previous owners put on or a solid stain. The railings and spindles look much better ( same color) but when stripping the deck I was able to peel big hunks of it off.. would solid stain do this too? A few pictures online shows like it could. It did remind me of peeling paint but now I’m not sure.
