Painting-Staining Wooden Staircase

We will be refinishing and existing, stained wooden staircase
The Balusters and Stringer will be paint white
The Handrail, Treads and Newels will be Jell stained a darker color.
Carpet will remain.

What is the best /most productive way to repaint? White first or stain first?

Step one, have your favorite carpet installer remove the carpet for re-installation later. This will be the best money you ever spent.

Stain and clearcoat before paint, for a number of reasons. It's easier it get paint spatter or spills off of finished wood than unfinished.
