I am attempting to paint a basement room that is probably 30 years old that has treated pine walls and ceiling. It has a lacquer type finish and I want to paint over it. With all of the tongue and groove joints I think it would be very difficult to strip/sand it down and I'm looking for good suggestions on how best I should tackle it. Is there a bonding primer that would help the paint adhere? Or is sanding it all down absolutely necessary? Just don't want the paint to peel off in a couple months!

Bonding primer and you should be fine. If its really knotty you may want to use a shellac primer. Who knows what's on there, might be sealed well enough where you won't have to worry about bleeding. I'd do a test with a bonding primer first. BM 023 Fresh Start™, or Insl-x Stix™. If its bleeding go with Bin shellac primer.

What he said...one coat pigmented shellac no matter what is on there you will be fine
