I've never seen anything like it in my 45 years of selling frames and covers. Looks like a first generation power roller based on the joints would be my best guess. I can remember a short lived spray extension with a roller frame attached to the extension pole from the mid 1990's? Did not work. Looks pretty heavy and bulky.
