I’m new to the forum and far from a professional but like to try stuff myself. We have a 30 year old galvanized chain link fence that needs repainted. It has a lot of rust but is structurally sound. Is there a good chemical rust remover that I can spray on, or do I need to sand it off by hand?

Yes there are.The problem is you cannot find those industrial products at the general hardware or big box stores.
Hire a professional at the first place and let them do their magic.
