My understanding is that most tree saps are water soluable. That is why they bleed through latex paints. I would think, as stansoph suggested, a good detergent and a little elbow grease would do the job. Just don't get the elbow grease on the siding, because then you will have to clean that off.
Distilled white vinegar is a very good cleaner, windows, dried paint on plastic and aluminum.
Krud Kutter is another good cleaner. I keep both in the truck at all times.
