I have tried goof off, mineral sprits, and turpintine, it is still there.
I have been told tar remover might work.

My understanding is that most tree saps are water soluable. That is why they bleed through latex paints. I would think, as stansoph suggested, a good detergent and a little elbow grease would do the job. Just don't get the elbow grease on the siding, because then you will have to clean that off.

Spray nine, they sell it at home depot.
let the chemicals work for a bit, spray..let soak in...clean and respray.

Distilled white vinegar is a very good cleaner, windows, dried paint on plastic and aluminum.
Krud Kutter is another good cleaner. I keep both in the truck at all times.
