Primer for concrete?

Hey guys...

I have a customer who wants their house foundation re-painted. The paint on there now is SW. There are a bunch of bare spots that need to be primed first, and I was wondering what you recommend for a primer? He has nearly a full gallon of Zinsser Cover Stain. Will that stuff hold up well, or do you recommend something else. Sorry, but I have limited experience painting concrete, only did a basement once with Drylok.
